Defines citizen participation as activities designed to impact school policy matters and decision making. Reports on a 1977 JCCI survey of the role of Local School Advisory Councils in Duval County schools and finds that the councils are duplicating service activities similar to local Parent Teacher Association programs. Makes recommendations to promote a more influential role for the councils.
